These are supplied on a quality 300gsm card and are pre-cut for you so all you need to do is roll them up into the hat shape and slot them into the tab and attach your elastic into the pre-cut holes. No glue is required.
Once made up the hat is 160mm tall and 148mm wide. These are supplied flat-packed with elastic.
